Sažetak
Croatia, as one of the country that is approaching entry into the European Union has at its disposal a variety of support from EU preaccession funds. IPA as a new instrument for preaccession assistance should be the key in attracting funds for quality projects in sector of tourism. In the last few years, Croatian Ministry of Tourism and other ministries are funding projects with thefollowing public calls for project proposals: encouraging creation (design and promotion) of new tourism products, blue groove, green grove, heritage tourism, education and employment in tourism. This paper is analyzing problems and challenges of financing tourism projects as a key factor in development of rural tourism. Problems were classified into 3 levels: problems of the ministries, problems of the project applicants and problems of the local and regional government. The research results lead us to the conclusion about the need to change attitudes of the government and ministries in the sense of cofinancing of development projects for potential applicants as well as local and regional government.
