Sažetak
The goals of the Barcelona Council for citizens of Europe to be able to communicate in two languages in addition to their mother tongue are viewed as the main goal in language learning. The steps proposed in the EU documents towards the improvement of early language learning are discussed together with an analysis of what is promising and what is lacking in practice.
