Sažetak
In the last couple of years children and the youth with problems in the process of growing up, behavior disorders or personality disorders, have been called "children and the youth at risk". Different authors and researches talk about different number of the youth who are at risk. That number depends on the theoretical or conceptual framework these researches are based upon. (Dryfoos, 1997, Burt, Resnick, Novick, 1998). In the last 10-15 years many experts in the field of behavior disorders have been trying to find out what is the reason why some children and the youth, in spite of many stressful and risk circumstances of their development, don't develop any type of behavior disorders. They have also been trying to find the answer why some of the children and the youth vary and why they are found at one of the levels of risk characterized by a long lasting negative outcome. In this paper the risk and protective factors of the development of children will be listed and defined. The work of Burt and co-workers (1998) will be presented in the paper as a possible conceptual framework for the assessment of risk and protective factors. It will be used in the analysis of antecedents, protective factors, system markers, problem behavior, positive behavior and negative outcomes. On one hand this or possibly some other conceptual framework may serve for the assessment of the risk degree of children and the youth at risk in one country. On the other hand it may serve for the strategy of planning and creating different levels of prevention or intervention. The odds are that it is necessary to integrate the existence of risk with the approach of the positive development of the youth in order to help parents, teachers, and local community to identify vulnerability of the youth. In this way they can be empowered and the negative outcomes can be evaded. In the setting of the program orientation these frameworks request: � h Conceptual reversal in the approach, from the model of risk (deficit) to the model of the development of children and the youth potential, � h Reinforcement of local (flexible) and county social security network of programs, � h Merging of the forces of government programs, programs of non-government associations and private initiative, � h Putting some more effort into the evaluation of programs which will contribute to the choice of the programs that are efficacious, especially in the situation of making priority on the basis of efficacy and on the basis of financial sources.
