Sažetak
The central problem of transition in the Croatian economy is low enterprise efficiency. The role of government is of special significance in relation to lowering losses, or lowering the number of companies which are large loss-makers, downsizing and restructuring state enterprises, creating comprehensive labor adjustment programs, improving management educational levels, trade liberalization with reference to market strengthening, and completing the privatization agenda.
Tourism and the hotel industry are one of the fundamentals of the Croatian economy. In order to successfully compete on the international tourist market, the Croatian hotel industry must continuously adapt its development and business strategy to market demand, in terms of size, technical capability, organization, well-equipped staff, etc. This requires great investment in technical modernization and in management, but also in market re-positioning, especially in the hotel industry, whose business is of a seasonal character. An efficient tourist policy is necessary due to the complex nature of the tourist industry.
For economic (tourist) policy measures, it is essential to: introduce various fiscal incentive policies, or subsidies which will reduce business costs and create competitive cost conditions on international tourist markets; rectify VAT (value added tax) policy and levels-for tourist economic entities; establish standards and regulations determining public utilities in accordance with European country practices; encourage the organized arrival of foreign tourists by tour operators and travel agencies using subsidies; ensure the financial-security backing of hoteliers based on market criteria and at clear owners risk.
