Sažetak
The main hypothesis intended to be proved by this article is that there is no social develeopment of high quality without an adequate development on all levlels of organization starting with local level, through the state as a linking extent, to supranational associations. Our opinion is that the solution lies in autopoietic forms, where each item is secured and developed inside of one unit, but at same time the unit in the new unit. Thus we are interested ih how to ensure at the same time unity, cognitive opennes and normative closness. Further presumption is a necessity of redefining classical fenomen as souverignity, integration, democracy, etc.
