Sažetak
Transition countries, including Croatia, are faced with the lack of key development factors: capital, managerial expertise and technological know-how. Numerous problems (risk, minimal inflow of capital, etc.) slowed or burdened the process of privatization, such that the present ownership structure is inappropriate to the market economy which they seek. Tourism, credited by many with a pioneering role in the transfer of know-how and in foreign investments, undoubtedly represents hope for all those countries attempting to overcome their past and who seek a market involvement.
But, unfavourable business conditions had a pronounced negative effect also on the tourist sector, especially in Croatia. Alongside the problem of ownership, Croatian tourism enterprises are burdened by numerous other problems: technical-technological suboptimality, lack of innovation and entrepreneurial staff, business losses, etc. The present operational management of tourism enterprises in Croatia cannot secure business operations in accordance with normalized global standards and according to the internal efficiency criteria which may create fundamental sector reproduction. This is the result of insufficient operational management know-how in basic business areas (human resources, marketing, hotel technology, controlling). Furthermore, the macroeconomic conditions and present economic policy measures do not function as a support in the process of tourism sector restructuring.
The purpose of this paper is to highlight the available and applicable ways to overcome these weaknesses and to define the approach to the problem of transition of the tourist sector based on new ways of managing tourism enterprises.
