Sažetak
Preventing corruption at all levels is the key to a successful anti-corruption policy. It is also the obligation of the Republic of Croatia pursuant to the UN Convention against Corruption, and relevant documents from the Council of Europe and the European Union. Priority areas in the fight against corruption are to prevent a conflict of interests when performing public functions, the implementation of the legislation related to the financing of political parties, the exercise of the right of access to information, strengthen the integrity in the Civil Service, public procurement regulation and the protection of injured parties, as well as persons who, in good faith, report corruption. Public opinion polls have shown that additional efforts need to be invested in the prevention of corruption in the sectors of public administration, health, the judiciary, education and the private sector. Cases that were discussed in this report reveal the current state of mind in Croatian society. Croatian legislation is still not focusing on whistleblowing in particular but there have been some intensions to amend the current legislation in order to improve the protection of whistleblowing. The topics selected for this discussion are: concept of public interest ; whistleblowing in public and private sector ; cases of whistleblowing ; suppression of corruption and the role of the non-governmental organizations ; legal protection of whistleblowers and court procedures ; legislative reform.
