Sažetak
If we take a look at hydrographic network of the Republic of Croatia (Figure 1) it can be noticed that rivers and sea form the largest part of international borders of Croatia, primarily with Hungary, Yugoslavia and Bosnia-Herzegovina. Border with Italy is completely on the sea. It can also be observed that water resources of Croatia are recipients of water inflowing from Slovenia, Hungary and Bosnia-Hezegovina while Yugoslavia is a recipient of all waters from the area of Croatia which flow into the Black Sea. The remaining waters in Croatia flow into the Adriatic Sea. All this points to the fact that in reference to water resources, Croatia is connected with neighboring counties and with a permanent need for cooperation with them for purposes of rational and sustainable water resources management. Any discussion or agreement on water resources management in the Balkans region and Regional Monitoring Network must start form the existing legislation of the participating countries with respect to the international obligations engaged. The reasons are legal as well as professional. Legal, because, legislation of separate countries is based on the Constitution low which has to be respected because its change is very hard ; and professional because legal solutions are usually adopted to practice in force in separate country, which is hard to change in a short time period. From the laws of different countries, among which is Croatia, result basic information such as: - basic philosophy, organization and procedure of problem solving of resources management of territorial water resources, - and philosophy, organization and approach to solving of transboundary water resources management of international water resources, based on which successful Regional Monitoring Network can be established. Besides, the countries sign international treaties on water resources management relations which must be taken in consideration in planning regional cooperation. In accordance with that, Croatia signed international treaties on water resources management relations with the Republic of Hungary and Slovenia. This text presents basic characteristics of these treaties in reference to water quality. Extracts and interpretation of two basic acts are also given in the following text, on which water resources management in Croatia and transboundary waters is based, with spatial reference to water quality.
