Approach to mentally retarded people with behavior disorders, personality disorders and delinquent behavior in countries of east and central Europe (Croatia, Slovenia, Hungary
), is defined, as in other countries, with quantity of knowledge, legal boundaries and coordination between different fields or ministries whose provide care for population we talk about. All countries of east and central Europe are different from other countries because of transition in which they are for a long time and because of bounded financial possibilities for constructing quality and expected care.
In this lecture will be presented next issues:
- approaches and state of care for mentally retarded people with behavior disorders, personality disorders and delinquent behavior. The accent will be on younger population, care by ministries, and differentiation of care, from general to specific kinds,
- need for differentiation of care, because of more complicate cases and their needs. Also about needfulness for targeted treatment and therapeutic intervention and adequate quality of knowledge and skills for that population,
- legal foundations on which are based all kinds of care and treatment intervention, which are provided from ministries of social care, justice, education and health.
Inspection of all we can see from information above, gave us a possibility for consideration to identify next few things:
- specific needs of mentally retarded offenders,
- investment in setting more system care which will be more adequate to needs of that population,
- key points from which should be starting to change that condition. Changes are pertained to, on one way to different views on needs of that population, and on another way on specific knowledge and various professionals skilled and qualify for work with that specific population of mentally retarded people.
On the end of this lecture, there will be compared various approaches and care between different countries in transition and, maybe, countries of west Europe.
