Sažetak
Croatia is underperforming with regard to the use of solar energy both for electricity production and heating, and is generally strikingly in delay with regard to the use of renewable energy sources which it has in abundance (sun, wind, biogas, etc.). The author is discussing possible reasons for maintaining of status quo in the industry despite positive public opinion and understanding of the necessity to rely on the RES. The author is proposing several ways in which Croatia could catch up in time with regard to securing reasonable solar share in its energy supply. Major electricity company is in public ownership as are also numerous big consumers in public sector such as government bodies, cities, municipal utilities and numerous other companies, meaning that the state has direct instruments available to influence the development of solar energy production and consumption. Additional tool is public procurement which constitutes significant share of gross domestic product and through which a particular energy policy could be quickly implemented.
