Sažetak
The paper deals with the role of the independent regulators in network industries with the special attention to Croatian national regulators. First part describes the notion of network industries and their liberalization from the previous state monopolies. Basic economic principles underlying such change are explained. This is followed by an overview of regulatory authorities both on the EU and the national level. Role of all regulatory authorities should be based on the principles of good governance. Central part of the paper deals with the Croatian regulatory authorities, namely their legal status and independence, accountability, bodies, financing and duties and powers. Conclusions are made whether a unified regulatory authority would improve the existing situation and eliminate certain inconsistencies.
