Sažetak
Roma had settled in the Croatian lands in the second part of 14th century as part of their settlement wave in Southeast and Central Europe. They initially lived in larger Croatian urban areas where they constituted an integral part of their social and economic life. This "coexistence" between Roma and non – Roma had changed in late 16th century when Croatian authorities started with the persecution of Roma, which can be viewed in the context of the politics of most European governments toward this minority population. Croatian Parliament has since 16th century passed a number of legislative provisions which sought to control the movement of Roma, then to force them into a sedentary way of life and ultimately to assimilated them into the majority (domicile) population. Probably one of the reasons for enactment of this numerous anti-Roma legislation was the issue of Roma criminality. Assimilation pressure also reflected on position of Roma population in Croatia in the second half of the 18th century, in the context of the politics of the Habsburg rulers Maria Theresa and Joseph II. Then these authorities passed numerous anti-Roma legal provisions which are aimed to forcibly assimilate them as a (separate) part of the rural population (New peasants), while forbidding them from using their language and customs. The failure of Habsburg policy toward the Roma was evident in Croatia, where a significant number of Roma continued with the nomadic way of life and to avoid assimilation efforts of state and local governments. In the middle of 19th century on the Croatian territory had settled larger groups of Romanian Roma, after the abolition of slavery in their territory. This event had significant affect on the Roma population in Croatia, and probably this was one of the reasons why Croatian authorities had since passed new and much stricter anti – Roma legal provision. This paper is based on research of archival and periodical materials, and analysis of the relevant literature.
