Sažetak
Since the beginnings of her independence, Croatia chose a market economy. The transition process began under very unfavourable conditions brought on by the brutal aggression of Croatia and the war in defiance of the country's independence. These facts prevended the engagement of all potential energy and capital towards changes in the economy. It was the country's defiance and survival that was at the centre of attention under such circumstances. This was to a great extend why many transitional solutions were hasty, careless and contrary to the goals of development. The weaknesses which have become apparent in the hitherto -first phase of transition have to be eliminated. This will be neither an easy nor simple task. A great deal of know-how, real desire, patience, tolerance and wisdom will be required in order to correct the errors made, to establish clear long-term goals, to define a development strategy and to head towards the second phase of transition with full responsibility.
