Sažetak
The dominant view in the contemporary political philosophy takes that the main responsibility for protection of human rights lies on the various political institutions. According to this view "human right violations, to count as such, must be in some sense official” (Pogge 2002). The question that I will try to address here is whether the institutions like international organizations, state and local governments, and government agencies really can be held responsible for their wrongdoings, including human rights violations. Is this only a metaphorical way of saying that responsibilities for human rights protection lie on individual members of these governments and international organizations? In order to answer this question I will examine under which conditions groups such as international organizations, governments and government agencies can be held responsible.
