Sažetak
This paper deals with analyses and comparison of the main prerequisites and standards of safety starting from ISM code and Chapter IX of SOLAS Convention. Common prerequisites of ISM and 1995 STCW as well as changes from 2008 are analyzed from the aspect of efficiency of preventing accidents at sea. Using examples of real accidents the author is trying to establish the main conditions and circumstances which lead to occurrence of serious events, and, consequently, of emergencies. On that basis a code has been established for determination of emergencies according to phases of their occurrence. Also, the influential factors of arising of emergencies are also recognized. Socio-technical aspects of emergencies, especially in automated conditions of ship’s technical systems, are determined.
