Sažetak
The entrepreneurship in Croatia, as transitional economy, represents the new form of business activity embodied in emerging of SMBs and as the new way of thinking and behaving. This neoteric phenomenon in practice and thought is challenging the legacy of 45-year-long communistic regime and commanded economic past which greatest sin was a disbelief in a man as an individual and a domination of so-called inaugural effect (“top down” regulations) as a paradigm of socio-economic and political life. The idea of quality transition and economic development of Croatia, in which entrepreneurship (in its broadest sense) is a mental carrier of the changes and SMBs the physical instrument of their realization, represents the investments of time and money of all responsible authorities in creative educated people who by opening their own firms are willing to take on their responsabilities and risks for results of their business and by that taking their place in the reconstructing of Croatia and its business enviroment. The guiding objective of this work is identifying the factors that explain the success or/and failure of private entreprise development in Croatia which should be of special interest to policy makers in their attempt to promote SMBs as the negine of economic growth in the years to come based on “the rule of law” not “the rule of thumb”.
