Sažetak
The capitulation of the Yugoslav army and the end of the NATO bombing campaign against Yugoslavia has made possible the return of Kosovo's ethnic Albanians, over 800.000 of whom were expelled by Serbian forces in 1999. This was one of the stated goals of the NATO operation. However, the international community which has taken over the administration of a Kosovo devastated by bombings and ethnic cleansing will face considerable challenges in exerting some degree of control over the refugee returns, preventing subsequent population displacement (especially Serbs who fear revenge from Albanians), and rebuilding political and social institutions to prevent such violence from happening in the future.
