Sažetak
Corruption is a global challenge in every aspect of life. Approaching the European Union, Croatia is adapting its legislation, particularly in the section of the judiciary. Nevertheless, in Croatia there are strong lobbies that influence by supporting and initiating corruption activities in the private and public sectors. Instrument of pre-accession assistance for Croatian projects should be completely isolated from any corruption due to control and monitoring of the European Commission. However, the reality is completely different. In this paper, we will present the current situation in the context of corruption in Croatia, aiming on corruption activities in EU projects, by different levels of decision-making in private and public sector. Research will include conducting in-depth interviews with 36 key stakeholders in preparing and implementing of EU projects in Croatia. The research will be directed to the IPA program, component relating to human resource development with the accent on the corruption in project of higher education, employability, social services and human resource development as a process. The aim of this study was to identify key levels that have an impact on corruption activities in the IPA project and to identify ways in which corruption manifests itself in projects.
