Sažetak
The paper analyses soscial, technical, spatial and commercial contexts of utility provision and use that are changing. The new pressures for change, besides privatization and liberalization of utility service markets also include the tightening of environmental standards, new forms of economic incentives, the high cost of network modernization, competition between a growing number of viable technologies, uncertainty over future consumption patterns and overcapacity in some networks. Particular attention is focused on the area of water supply, wastewater and solid waste management services. The author proposes possible solutions for controlling the quality of services from the part of public authorities.
