Sažetak
The aim of this paper is to determine the net financial effect of pre-accession and accession of Bosnia and Herzegovina to the EU. The expected financial effects directly depend on the readiness of B&H institutions for the implementation of necessary public revenue reforms and the improvement of budget management process. The paper analyzes the readiness of B&H institutions to join the EU, the financial flows of the IPA assistance from the EU to Bosnia-Herzegovina and determines the absorption capacity and the expected impact of the EU funds to the B&H budget. Likewise, it analyzes the impact of the accession process on budget revenue and the costs of accession and their impact on the expenditure side of the B&H budget. Finally, the net financial impact of pre-accession phase for B&H is estimated under the assumption it becomes a candidate country in 2014.
