Sažetak
The purpose of this paper is to investigate the potential of already existing set of measurable outcomes for each level of higher education and especially the implementation of the National Qualification Framework. The paper summarizes main challenges that Croatian higher education will be facing during the years to come, in terms of its international recognition and competitiveness. In addition, the article explores differences between national qualification frameworks and its compliance with the European qualification framework. There is a need to: better link education and training system with the labour market needs ; make qualifications transparent and more consistent ; support lifelong learning ; support quality assurance programmes ; support mobility. The creation of the Qualifications Framework is a basis for the implementation of the Bologna Process in higher education and other reforms that have been started in the higher education system in Croatia, with the aim of constructing a system of high-quality lifelong learning, creating strong universities and schools, and forming a unified quality management system (According to: Baseline of the Croatian Qualifications Framework). Results should show how to improve qualification framework and highlight importance of the outcomes based education. For Croatian higher education it will point out improvement possibilities, and for other it is valuable benchmark. It is also important to point out the limitations of this paper. This paper does not intend to provide a comprehensive overview of all existing instruments. The figures and tables presented serve to illustrate Croatian approach to learning outcomes assessment at the national level. In addition, the paper is theoretical in nature and conclusions are not confirmed by the research results, which is area for the future research.
