Sažetak
The open method of coorination is a radically innovative approach to EU governance based on soft law mecmechanism and mutual learning. In contrast to the traditional "Community method", it aims at coordination rather then harmonisation of national policies. The European Union's Method of Coordination (OMC) is a method that in principale assumes that coordination of policies can be achieved without the use of "hard law". There are various forms of non-binding policy cooordination that are known as OMC. As the harmonisation is considerd both politically unacceptable and unnecesary, the process of the convergence of national policies towards common objectives following common guidlines, rather then establishment of common policy: and the emphasis is more on political learning than on legal enforcment.
