Sažetak
Specific requirements of persons with disabilities towards Universal Service – US and Universal Access - UA are for now being partially treated (according to author’s findings) in the regulation of universal communication services (postal, telecommunications, ITS, etc). Therefore, we propose the concept of engineering specifications, which could serve to consistent inserting of such claims in regulatory documents that deal with Universal Service and Universal Access. Formulating specific requirements includes implementation of the methods of Requirements Engineering and systemic methods which connect knowledge from multiple domains i.e. disciplines.
