Sažetak
In strained economic conditions which characterise many countries in transition today, the economy of forest operations is reduced primarily due to technical and technological lagging behind developed countries. Alongside this, the state of forest harvesting in Croatia is worsened on account of poor work technique of employees (forest workers). There are many indicators to prove that the traditional system of education directed toward mastering minimum safety conditions as well as proper work techniques is not at least satisfactory.
The assessment of the felling work techniques from 1998 proved an average level of technique and an insufficient knowledge of work techniques and safety precautions.
Todays situation of forest operations in Croatia are characterised by:
 numerous accidents and injuries as well as frequent occupational diseases;
 an average quality level of conducted work;
 negligence towards forest ecosystem;
 lack of adequate monitoring and control system;
 low level of work humanisation;
 low basic salaries;
 low work efficiency.
In order to improve the existing situation, a programme for forest work development has been initiated. The first step is to asses the working techniques of forest workers. The assessment will be made during regular working hours and will include the assessment of work elements, utilisation of work equipment and safety aspects, for instance - the use of personal protective equipment, break schedule, ergonomically permitted loads, etc.
According to the assessment results, forest workers will be classified into four quality groups and will receive financial bonus (or penalty) accordingly. Employees will be allowed to keep that amount until the next assesment.
For further development of working techniques a special training course will be organised for every group through written and video material, several day practical field courses under supervision of a tutor. The same model shall apply to the training and licensing of forest worker instructors.
It is expected that this approach would enhance the economy of forest operations through increasing the efficiency and quality of work and reducing the number and seriousness of injuries and illnesses which would in turn contribute to the positive selection among forest workers.
