In times of the common state (former Yugoslavia) several persons from Croatia attended the WASP Program Course, but at that time Croatia was applying its own model for electricity/energy development planning. Upon establishing the independent state of Croatia, teams from Croatia started to go through intensive training on the power sector planning by IAEA methodology. The training was especially intensive in 1994 and 1995 when the team from Croatia passed the WASP, ENPEO and MAED training courses. After that upon their return to Croatia several expert sessions were held and it was suggested that the IAEA supported planning methodology is suitable for Croatia, and that it was necessary to make efforts as to introduce these planning methods and give them wider applications in Croatia.
The first official application of WASP model started in 1997, at the beginning of MESPO project. In the same year the carrying out of the Master Plan begun (The Study of Electricity Sector Development), commissioned by HEP from EIHP. The WASP was used as the basic model for HEP Master Plan, although two other models were used for verification of WASP results: SIPRA (developed by EIHP) and LOGOS (developed by EDF) the results showed a great deal of convergence of all models. This study is almost identical to the Master Plan study in its part when the WASP model was applied.
