Sažetak
The author is researching the situation with ethical measures for civil servants in Croatia from the beginning of the 1990s, when Croatia acquired its independence from Yugoslavia. A special attention is placed on normative and organizational aspects which include three closed measures: effective legal framework, workable codes of conduct, and an ethics coordinating body. The process of advancement of legislation which covers the area of ethics of civil servants is analyzed and its implementation in practice evaluated. The work of the Ethics Section at the Ministry of Administration of the Republic of Croatia has been reviewed since its establishment until today, as well as the work of the Ethical Commissioner and the Ethics Committee for Civil Servants. Comparative situation in the countries of the Ex-Yugoslavia is taken into account since they all has the same historical conditions. Current state of implementing Codes of Ethics/Conduct in these countries is examined and their position regarding Croatia is assessed in relation to recommendation of international model codes. Analysing usefulness of laws and codes as ethical measures, authors conclude that it is certainly valuable, but it would be that way even to a greater extent if a person could integrate it in his or her own value system.
