Sažetak
Mobilization of biomass potential and simplification of permitting procedures are recognized as main issues to be addressed by EU if stated goals for biomass/biogas in 2020 are to be achieved. Biogas permitting procedure and financing schemes are two main pillars upon which a biogas market is developed. Due to the different properties of biogas in energy terms as well as in marginal effects, biogas market development tends to managed by various authorities. If policies and actions of those authorities are not coordinated, biogas permitting procedures becomes red tape issue. Troubles in permitting procedures alert banks that biogas investment might be of high risk as a loan for biogas plants is expected to be pain back mostly from selling energy from biogas as subsidized price achieved though permitting process. The BiogasIN project supported by the Intelligent Energy for Europe Programme of the European Union focuses on development of sustainable biogas markets seven counties of Central and Eastern Europe, namely: Bulgaria, Croatia, Czech Republic, Greece, Latvia, Romania and Slovenia. This paper presents the overall methodology and preliminary results of streamlining the permitting and financing procedures for biogas investments in emerging biogas markets by focusing on agricultural biogas plants.
