Sažetak
Croatia is made of central government and local units [the 21 counties (including the city of Zagreb), 429 municipalities and 126 cities]. Every level of government has to perform certain public activities, and for this reason it is allocated certain revenues. Process of fiscal decentralisation devolved responsibilities for certain revenues and expenditures from central government to the counties, municipalities and cities. Thus a question logically arises: are the local units (the counties, municipalities and cities) capable of providing adequate public services themselves?
