Sažetak
The emergence of new European modes of governance brings about a multi-level, non hierarchical system that only in part consists of an integrated system of decision-making as elaborated in classic theory of the organization of power. In the process of seeking workable solutions for postmodern states and the EU as a public law entity sui generis, there have emerged numerous extremely complex forms of governance. In this respect, a special role has been given to so-called regulatory agencies. Their purpose is to regulate issues in specific sectors and fields balancing between demands of a globalized market and a common European system of values.
