Sažetak
In 1994, Croatia passed its Budget Law. In the terms of this Law, the Budget is defined as an estimate of the annual revenues and receipts, and the determined amount of the outlays and other payments of the state (and local units) for all budgetary beneficiaries as approved by the parliament. The budgetary beneficiaries are the ministries and other bodies of the government administration, governmental bodies and other beneficiaries financed out of the state Budget. The Law stipulates the procedures for planning, passing and executing the Budget, borrowing and the public debt, and supervision of the budget. From the moment this Law was passed and begun to be applied, almost five years have passed. In this period, there have been many changes, which prompt an analysis of the Budget and, in particular, of the budgetary process.
