Sažetak
The new Slovenian national energy program proposal has been developed having in mind four basic objectives – increasing reliability of energy supply, boosting competitiveness of the economy, promoting environmentally sustainable solutions and securing social cohesiveness. It is expected that Slovenia would play an active role in the development and promotion of the new technologies for distributed electricity generation and energy efficiency solutions in industry, residential and transport sector. Further development of the centralized electricity generation will be focused on the best available technologies (BAT). New National Energy Program proposal has been divided into seventeen sub-programs like Energy Efficiency, Renewable Energy Sources, Electricity Production, Electricity Transmission and Distribution, Nuclear Energy, Natural Gas Transmission and Distribution etc. The time frame of the new Slovenian National Energy Program is the period up to 2030. To enable higher adaptability of energy policy to long-term prospects, the focus of implementation mechanisms was set to the first ten years period. The new Slovenian National Energy Program proposal is introducing additional means to promote energy efficiency by ensuring grants, loans and greening taxes for fostering implementation and supporting well-performing energy efficiency and renewable energy projects. The overall energy dependency of Slovenia in the year 2008 was high (55, 3%) and it was slightly higher than the average of EU 27 (54, 8%). With the active policy in the fields of the energy efficiency and renewable energy sources in the framework of the new Slovenian National Energy Program the energy dependency of Slovenia up to 2030 could be reduced to around 45%. The electricity production of Slovenia in 2008 amounts to 15, 40 TWh, of which electricity from fossil fuel amounts to 5, 17 TWh, renewable sources 4, 26 TWh and nuclear energy 5, 97 TWh. According to the bilateral agreement with Croatia half of the electricity production from NPP Krsko is transferred to the Croatian power utility. In the year 2008, Slovenian market imported electricity. According to the National Energy Program proposal general objectives for the electricity generation in Slovenia are: • competitive generation of electricity in Slovenia and reduction of negative environmental impacts – transition into low-carbon economy, • increase in the share of RES in electricity production to contribute to the objective (25%) on the national level, • autonomy of power system in emergency conditions and integration of power system with neighboring markets, • appropriate security of supply, power quality, power system stability and reliability • reduction of dependence on imports and diversification of energy-supply resources to at least present or better level. According to the model that has been used during the National Energy Program proposal development in year 2030 more than 5 TWh of electricity will be produced from the small scale renewable energy sources and in the small scale high efficient cogeneration gas fired units. In the large hydropower plants it will be produced another 5, 5 TWh of electricity. By this comprehensive development in the field of the energy efficiency and renewable energy sources almost zero rate of the electricity growth on the transmission level is expected. The greatest challenge of the new National Energy Program proposal has been transition of the sector towards low carbon development in a way to assure implementation, tap its full economic potential and assure sustainability. The new energy policy design required the assessment of wide set of options and to recommend of the most promising combination of measures to be implemented. The strategy of the Slovenian energy system has been proposed based on the results of the comprehensive multi-criteria analysis. During the evaluation of energy options many barriers have been recognized and in order to remove those barriers many policy interventions have been examined and suggested for the implementation.
