Sažetak
Stable energy supply is a vital factor for the proper functioning of modern societies. Among other causes, security of energy supply could be jeopardized by terrorist attacks targeting the energy infrastructure. Given their apparent physical vulnerability and importance, energy infrastructure components are expected to be attractive targets. Understanding what, how and why terrorists attack is important in the process of assessing the risks and in deciding what to protect. This study investigates terrorist attack practices within the electrical energy infrastructure. In the investigation special consideration is given to the nuclear facilities. The study presents a quantitative analysis of terrorist attack data derived from two databases: (1) the Terrorism Knowledge Base (TKB) maintained at the National Memorial Institute for the Prevention of Terrorism, USA (MIPT) and (2) the Global Terrorism Database (GTD) made available by the National Consortium for the Study of Terrorism and Responses to Terrorism, USA (START). The analysis covers the period from the beginning of 1977 to the end of 2006. The investigation includes the identification of all the attacks related to the electrical energy infrastructure, the determination of the temporal and geographical distributions of the attacks, as well as the characterization of the attacks according to the tactics, weapons used, casualties and ideologies of the attackers. Identified patterns and trends are analyzed from the perspective of relative attractiveness of a particular target category. Finally, potentials and limitations related to the use of the historical data on terrorist attacks to predict future events are discussed.
