Sažetak
The study entitled Special purpose waste incineration plant has been made as a student assignment within a third year mandatory course Environmental Impact Assessment (EIA) on Faculty of Chemical Engineering and Technology, University of Zagreb. The primary goal of this study was to give the insight in the EIA process throughout project development and a discussion of certain and/or possible environmental impacts of a special purpose waste incineration plant located near Novska, Croatia. The leading idea for choosing this type of project for the study was the fact that Croatia and the neighboring countries in the region (Balkan) has no proper way of narcotic disposal/incineration and medical waste treatment. The existing infrastructure is improvised and there are many illegal medical waste incinerators currently operating in Croatia. The centralized system of narcotic and medical waste disposal is ideal for small countries like our own. Besides, planning a facility such as a waste incineration plant requires from a student to think like an engineer, while constantly having economics, laws and sociology in the line of sight. Within the contents of this study the political and social importance of having such a plant have been underlined. The majority of work fell on describing current environmental state with the meteorological, geological, infrastructural, seismology and wildlife report. All impacts on the environment were given, along with the possible accidental situations and corresponding responses. In the end, solutions to the possible problems were presented, according to all current legislatives and laws effective in Croatia and EU. The complete plant was designed and corresponding 3D schematics were attached. All of the work was divided into segments, one for each student. The making of our study has given students a clear insight on the basic structure of EIA. They learned that planning is not an easy task. However, all of the students obtained practical knowledge on planning, information gathering, doing research on environmental legislative in Croatia and EU. Also, a much broader understanding of planning, construction and operating costs were gained. The studying of possible and certain environmental impacts gave students a detailed insight on what the repercussions of badly planned and operated plant might be. Finally, the importance of extensive teamwork and responsibility that each teammate should have in order to successfully complete the given task was accepted.
