Sažetak
Environmental protection is a serious problem and to its resolution must be approach in a way to achieve and maintain the quality of life for generations to come. In the Republic of Croatia, environmental issues are becoming more significant element of the economic development. Stopping climate change, prevention of biodiversity loss, energy security and efficiency, improve environmental quality are significantly gaining in importance and are directly linked with the role of economy in their maintenance. Environmental policy represents a change in lifestyle of people, and its goal represents inclusion in all public development policies and strategies. It´s appears initially as a response to the current local problems but with a time it´s being transformed into a national and even supranational level. In this connection the EU shows over the years a growing interest in environmental protection and in accordance with that brought numerous legal and strategic documents. Croatia as pre-accession EU member states must in a relatively short period of time meet numerous legal requirements regarding environmental protection chapter. On the other side, sustained provision of sufficient financial resources for environmental investments is a prerequisite for addressing environmental challenges in the Republic of Croatia. The key component is the creation of specific national financial strategies for implementing concrete demands of particular directives. These specific strategies are parts of broader national investment strategies which aided governments in estimating the size of financial inputs and the timeframe for their enforcement. Besides setting long-standing goals and investment plans we should also be able to monitor our progress and to see if our societies are moving in the right direction. Measuring progress in environmental protection is a demanding task, especially when we try to quantitatively evaluate the rate of the progress. This paper in its first part will present a current situation of the state of environment and environmental policy in the Republic of Croatian, putting them in to the context with EU environmental policy. This will be followed by financial implication of the legal enforcement of environmental obligations for the Republic of Croatia in its road towards EU accession. Finally, the paper will describe and discuss an evaluation framework which can be used to evaluate the overall Croatian environmental issues. Such framework could play a valuable role in making the policy leaders, industry and population more aware of the quality of economic growth in Croatia. Environmental indicators are an efficient way of measuring the environmental issues in a country and properly derived indicators can serve to highlight changes in environmental conditions. The paper will review the existing methodologies in measuring and monitoring of environmental indicators and suggest possibilities for the application of the similar framework in Croatia.
