Sažetak
Historical reconstruction of major steps towards decentralisation in Croatia with specific emphasis to Istria County. Evolution of the legal and institutional framework, position of the political parties, external influences with particular reference to the EU enlargement process. Description of all relevant actors involved in the management of local services and their role/competences, degree of autonomy and dependence from upper levels. Analysis of how the different levels of government interact in general and with a specific focus on the cultural sector.
