Sažetak
Interim evaluation of the Phare and IPA projects related to institutional capacity building in Croatia was implemented so as to enhance the decision-making capacity of the key stakeholders responsible for managing EU funded programmes in the Republic of Croatia. The efficiency, effectiveness, impact and sustainability of initiatives implemented under the Phare 2005 and 2006, and IPA (component 1) 2007, 2008 and 2009 programmes were evaluated. 160 projects were evaluated in accordance with these basic principles and criteria of evaluation. It is expected that evaluation will contribute to more efficient implementation of the Phare and IPA projects in the next programming period and the effective use of EU funds in Croatia.
