Sažetak
Making appropriate decisions is one of the essential prerequisites for achieving desired effects in management and decision-making with any economic entity. Most of the tasks and problems in analyzing, planning and management of a port have very complex goals, different scenarios and alternative solutions, differently sized evaluation criteria and different restrictions, which result in the inability of their uniform solution. In this scientific paper, one of the processes of multi-criteria decision-making via computer program based on the process of different scenarios ranking was used for decision-making and the development of model of county ports system management. Also by using systematic analysis, the problem of managing the system of county ports of the Croatia was firstly considered as a whole, i.e. a system, and then an analysis of its components was made. After that, a synthesis of all the components was made, in such a manner that the multi-criteria analysis was once more used on the problem as a whole from a wider perspective, but this time with more knowledge and the results on individual components, or, research criteria. For needs of acquiring actual solutions and developing a new model of county ports system management, Primorsko-goranska County was chosen, as well as the multi-criteria analysis PROMETHEE procedure with corresponding computer program for multi-criteria decision-making.
