Sažetak
The starting hypothesis of this paper arises from the assumption on the importance of reviewing numerous aspects as well as potential scenarios related to the modes of the access and the common usage of particular elements (means and equipment) of the postal network. The general objective is to identify and provide an overview of the relevant aspects of the impacts and potential guidelines of the realisation of the underlying processes. Croatian legislations and EU regulations set up the regulatory framework of the access to public postal network only for the case of the operators performing universal services (universal service providers). Although the established framework significantly narrowed the extent of the possible solutions, the practice indicates significant deviations and differences in the interpretation methods and the implementation of those guidelines. In spite of problems occurring already at this level of introducing changes, the paper move these border lines and provide a wider overview of the potential situation comprising a significantly more flexible management and usage of the postal network resources, applying the analogies from the telecommunications traffic and other network activities.
