Sažetak
The transition to a free market economy in Croatia has resulted in the country entering in a period of continuous change. Much of the necessary infrastructure for a free market economy is missing. The authors in this paper discuss the entrepreneurship, development and market orientation in Rijeka region and present the evolution and characteristics of systematic entrepreneurship. Systematic entrepreneurship is treated as a base for developing market orientation. This is a case study of application of enterpreneurship and market orientation concepts in the public policy arena.
