Sažetak
Geographic Information Systems (GIS) have been primarily viewed as tools for spatial data manipulation and analyses. Powerful GIS analyses have made completion of many tasks in utility companies much easier, but in today utilities the focus is shifted from the completion of individual tasks to overall business objectives. Data must be used as valuable company resource for gaining these objectives, and therefore the key GIS function is to enable enterprise wide access and use of data. The thesis first reviews current usages of GIS in electric utilities and specific requirements on digital spatial data describing electric networks. Next, requirements on spatial data in Hrvatska Elektroprivreda (Croatian National Electricity Company) are identified. The study scope is limited to distribution of electricity, ie, low voltage electric networks. In order to use data more efficiently and effectively, the overall spatial data requirements are defined in the context of information systems development. The main groups of business processes and data are identified and grouped into information systems. The proposed Network Management Information System is partitioned into subsystems. The subsystem Physical Network Design represents the most challenging one regarding automatization and use of spatial data. A procedure for routing of low voltage lines is proposed and based on that, detailed spatial requirements are derived. As the requirements comprise spatial features defined in 3D space, a 3D conceptual model is proposed based on the 3D Formal Vector Data Model, and the corresponding relational data model derived.
