Sažetak
Nuclear knowledge management is important factor in research and development processes and decision-making processes in nuclear and non-nuclear fields. Nuclear knowledge comprises: strategy, practice, method and approach. In NKM all resources must be mobilised. The main goal in NKM is how to establish communication channels between experts and managers in nuclear and related non-nuclear fields. Developing countries such as Croatia have difficulties in R&D processes because of small budgets, so NK must be managed through: collaboration of several institutions and NK preservation projects. Universities are: teaching and educational institutions, creators of new knowledge and innovation through: research, and organizing of knowledge and information exchange. Experts from universities, state institutions, organizations and companies should cooperate in nuclear knowledge preservation projects, and emphasize importance and value of nuclear knowledge, explicit and, specially, tacit knowledge. Croatia joined International Nuclear Information System in 1994. In period of 1995–2009 almost 1700 inputs came from Croatia covering mostly gray literature (conferences, seminars, congresses, meetings, forums, symposiums, progress reports...) which is not available through commercial channels and then has special value for scientific and expert community. In 2004 we were helping INIS Secretariat to cover the backlog of the core journals from 1999-2002 with voluntary inputs. Institutions involved in NKM are: universities (Zagreb, Split, Rijeka, Osijek), scientific institutes (Rudjer Boskovic Institute, Institute for Medical Research and Occupational Health...), expert organizations and non-governmental organizations (Croatian Nuclear Society (conferences) and Young Generation Network (broshures), Croatian Radiation Protection Association (symposiums, lectures), Croatian Energy Association (forums), Croatian Society of Nuclear Medicine (congresses), Croatian Mine Action Center (project PELAN)) and NPP Krsko (grants to the students and young scientists). In last two INIS Training Seminars for experts in IAEA, Vienna, Austria, Croatian Alternate National INIS Liaison Officer showed some initiatives to start with a nuclear knowledge preservation project. Project will emphasize importance and value of tacit knowledge. Fortunately, in Croatia there is still no gap in nuclear personnel competency because of good educational system but it has to be ensured that people engaged in future tacit knowledge preservation still have access to qualified, highly-skilled, well-trained and experienced stuff in retirement.
