Sažetak
The purpose of this paper is to show the consistency between ISO 9001:2008, ISO 9004:2009 and EFQM excellence model. Paper conclusions are based on two researches conducted among Croatian companies. First one concerned Level of business excellence in Croatian companies and second the usage of Fact Based Management in strategy development. Although ISO 9004:2009 is not intended for certification purposes use it presents a useful tool for self-assessment and sustainable success of the organization. It also presents a strong base for implementing EFQM business excellence model in companies. The researches were conducted in the context of development of the principles of quality management system. The research builds on the ISO 9004 standard by which the expectations of top management aimed at ensuring the decision making process based on the facts. Such decision-making is an important prerequisite for achieving sustainable success of the organization and systematic and continuous improvement of overall organizational performance. The paper concludes with overview of the model which is using e-learning framework in order to improve organisation education on self-assessment and potential development of the public administration of countries in region.
