Sažetak
This paper originates from studies which seek to identify public policies that aid entrepreneurship internationalization and regional development. It aims to assess the impact of factors which could have the effect on the enterprise formation and its link with a development performance of a country. The relationship between the perceived infrastructure support system which helps in the transformation of the idea into an enterprise given in the link between information about intellectual property rights, investor issues and strategy is examined on one side and the current stand of the enterprise given in the existing patents, risk regarding the new product development and growth strategy on the other side. Hence, this paper aspires to reconsider labour and capital as institutional options within political and economic setting for the purpose of enhancement of knowledge based development, while traditional policies should also aim to overcome the bureaucracy problems and provide support to highly endowed entrepreneurial process (Audretsch et al., 2008).
