Sažetak
The key issue of Croatian agriculture, but also the overall economy as well, how to achieve the turbulent reality formation and epoch-making development as a shift towards multifunctional agriculture- Basically, this is an eco-efficient and energy self-sustaining agricultural production that systematically optimizes its key parameters in real terms. The weaknesses of the Croatian agricultural sector are so large that they are easily distinguishable: (1) lack of modernization in the production and distribution chains of food products, (2) too many schemes reactive support (there are over 200, and the VECM are not clearly stated or even optimally oriented) ; ( 3) lack of education of our farmers and inadequate system of providing counseling services, (4) serious weaknesses in the social insurance system for farmers (particularly in social policies), (5) lack of proper legal perspective development programs (especially those related to rural development, and will for a short time to be decentralized). Undeniably, Croatian agriculture of this class does not belong to either the old or new time. Strong agriculture really changes all the political parameters and allows - what is commonly called – „food sovereignty“. Understandably, this primarily means a clearer definition of the attainable goals of agricultural policy and rural development, the introduction of guidelines the hardest and proved effective instruments.
