Sažetak
The article focuses on the strengths and weaknesses of the food safety system in the Republic of Croatia. Within process of integration to European Union (EU), Croatian's laws and institution regarding food safety are becoming more efficient. The basic law on food safety in Croatia is the Food Act (Official Gazette No. 46/07), which sets out a general overview and requirements on food and animal feed safety, laying down the obligations of the food business operators, the official control system, laboratory operation requirements, the obligation for food manufacturers to implement HACCP, establishment of the Croatian Food Agency, crisis and emergency situation management, and the responsibilities of relevant authorities regarding food control. The Food Act is a comprehensive and complex law dealing with all the main items concerning food and animal feed safety and food quality. It is harmonized with EU Regulation 178/2002. The Food Act strictly divides responsibilities of governmental institutions dealing with food safety control along the food chain. It gives general requirements on labeling food and feed, general requirements for food on the internal market, general requirements for novel food, general requirements for food and feed made from or consisting of genetically modified organisms. Enforcement of laws and regulations is done on a central and local level. Ministry of Agriculture, Fisheries and Rural Development and Ministry of Health and Social Welfare are in charge of the enforcement of laws and regulations on the central level ; locally, this is a responsibility of county inspectorates. Integral strategy of EU food safety: „from farm to table“ should improve efficiency of the whole system and increase satisfaction of all food chain members, from farm producers to consumers.
