Sažetak
The creation of agencies is recognized as one of the main developments in the public administration in last decades, driven by NPM administrative reform and the changing character of the State. In transitional countries agencies were introduced into the different institutional landscape, often adding to the existing public sector complexity, with agency model’s logic being used for domestic political purposes. The paper seeks to show the connection between process of agencification and the Europeanisation of public administration in Croatia, as well as the basic features of the agency model. Instead of being recognized as a distinctive institutional form, the agencies in Croatia were created along with the advancement of EU membership and conditionality mechanism according to the existing public sector configuration. The current economic crisis is forcing the Government to make necessary changes in the public sector, in which agencies are perceived as one of the main generators of blurred accountability and ineffectiveness. Moreover, socialization of agency employees in the EU institutional context might lead to the new approach to agency model.
