Sažetak
Recent years have seen the emphasis of the relationship between innovation, competitiveness and economic growth. The issue of national innovative capacity, i.e. the ability of a country to produce and commercialise a long-term flow of innovative technology comes into focus. Moreover, moving towards knowledge-based economy is viewed as a key policy goal of economic restructuring and social transformation in Europe. This also pertains to Central and Eastern European countries, as new member states or accession candidates, which are also attempting to improve the technology capability of existing enterprises and develop populations of innovative SMEs in manufacturing and service sectors. The development of a knowledge-based economy can be measured by indicators generated through European Innovation Scoreboard and Community Innovation Survey. These instruments enable cross-country comparisons of innovative activities at the enterprise level, as well as of the environments in which business innovation takes place. The paper utilises the results of the first Community Innovation Survey undertaken in Croatia and other available data to assess the extent, characteristics and economic implications of innovation activities in Croatian enterprises. On the basis of these findings, the implications for the development of a more effective innovation policy are drawn.
