Sažetak
This paper is a theoretical discussion on the modernization process in Croatia from 1918 up to today, as well as on implications of modernization to the society and identity formation. The discussion on modernization in Croatia begun in 1980's when the crisis in Yugoslavia broke out and it brought the questions of modernization as a means of enforcing economic progress and then consequentially of the formation of common Yugoslav identity. The latter was a failure due to the inadequate policies of achieving modernization which was meant to be the catalyst of economic development and thereof of a sustainable identity development. The new modernization process, starting from the 1990’s when Croatia declared independence became, in some opinions, a synonym for Europeanization while traditionalism is a synonym for Balkanization. Whereas at first modernization was seen as a means of enforcing unique Yugoslav identity, nowadays it is seen as a process of Europeanization and thus enforcement of unique European identity. However, the modernization process affected the formation of collective identities due to the lack of modernization in the rural areas and as a consequence of too early and too much of the industrialization of the urban areas, not followed by significant modernization of the peasantry which was seen as a catalyst of modernization. Modernization is seen as an element that causes the fragmentation of society to central and peripheral. Consequentially, the Government is failing in their pro-EU policies and in attempts to create unique European identity, challenged by regional and (especially) national identity.
