Sažetak
We are heading towards the end of the decade and it is time to draw conclusions, especially in the sensitive areas like youth (un)employment. Having this in mind the Youth Partnership put a goal of examining the principal indicators of the youth employment status and proposing the new policy framework. According to our data, the labour markets made recovery in 2007, but further trends are very uncertain at the moment due to the widespread economic crisis. Still, if we reason on the basis of the data from 2007, the youth employment increased, with the respective decrease of their unemployment. Particularly high employment growth was observed in a number of the newer Member States, namely Estonia, Latvia, Poland, Bulgaria and Slovakia, as well as in Ireland, Luxembourg and Spain. Despite these improvements, youth social status remains a challenge, with a focus of inadequate formal and/or non-formal education. On average, around one third (and in some countries more than half) of young people are still not in employment one year after finishing their education. These young people are under threat they will enter a vicious circle of inactivity, becoming long-term unemployed or working in unstable and poorly paid jobs. Existing counselling, financing, employment, education and entrepreneurial systems do not seem to tackle the youth problems efficiently. Current policy guidelines have a good framework but there has to be a stronger commitment to their implementation. We propose steps in the European actions targeted at the areas of policy, practice and research. These steps cover the most important areas for improving the European youth status: 1. Youth employment ; 2. Youth unemployment ; 3. Youth participation in formal and non-formal education system ; 4. Counselling system targeting youth education, training, employment and entrepreneurship ; 5. Availability, modes and utilisation of the entrepreneurial support systems.
