Sažetak
Air traffic control represents one of the basic elements of civil aviation, providing services for over 30.000 flights per day in ECAC area, according to CFMU. In ECAC area the provision of air navigation services is diversely regulated and highly fragmented. In accordance with SES legislation and HLG conclusions, Member States are obligated to participate in the creation of Functional Airspace Blocks. European Commission has given mandate in 2004 to Eurocontrol to assist in the implementation of FAB. In 2007, Eurocontrol report concluded that FABs implementation is at different stages, and that it should be accelerated. Single European Sky II regulation predicts the establishment of FAB to be supported with bottom up approach while operational functionality is foreseen in 2012. With the implementation of European Common Aviation Area agreement Member States of South-Eastern Europe have to adopt provisions of ECAA Agreement and EU air transport acquis in their national legislation. At this time Croatia is involved in the Functional Airspace Block Central Europe. This paper evaluates the operational feasibility of the FAB CE and specifies the implementation scenarios that are proposed by CEATS Coordination Group. The paper elaborates indicators and significant elements of required FAB CE implementation and identifies and assesses the blockers in the implementation.
